Get right! Took this photo with the burst function of my iphone camera…it takes 16 photos in a second and though the format is weird and the resolution sucks, it is still a fun little thing to play with…This kid needs to be sponsored, so help him out with your connections and I promise great great things to whoever decides he is worthy…cause he is beyond good.

  1. Shiyu Luo1. Public goods are goods that are nonexcludable and nonaivrl. This means everyone can consume it without paying for it and one unit of good can be consumed by more than one person at a time. The fire services in Tennessee do not meet the criteria for a public good because although it is nonaivrl but it is also excludable since the citizens who do not pay for the fire service do not have access to the fire service.2. No, there is not a free-ride problem in this situation because the free-rider problem only applies to public goods. A free-rider problem exists when a person receives the benefit of a good when he or she does not pay for the good. In this situation, citizens who did not pay the yearly fire protection insurance did not get fire services when they were in need. They were excluded from the benefits of the good.3. I believe there is a problem with incentives in this situation. Economic incentives were used in this situation to encourage citizens to pay for their fire service. People who did not pay the fire service insurance were excluded from the fire service. However, everyone should have access to fire service regardless of whether they pay for the fire service or not. This is not only for ethnic reasons but mainly for safety reasons. Fires could spread uncontrollably and cause unwanted casualties if they were not put out. Taking away the fire services from those who do not pay will decrease the credibility of the government to protect its citizens.4. Fire service should be funded by tax so that the majority of the citizens who are working will be automatically contributing towards the cost of fire services. Although it may be unfair to the citizens who pay tax, fire services should be provided as a public good so that everyone gets access to fire protection regardless of whether they pay for it or not. It is the duty of the government to protect its citizens through events like fires and the fund generated through tax should be enough to protect everyone. 5. From an ethical perspective, the fire fighters should have put out the fire instead of watching the house go down in flames because the family offered to pay whatever they can if the house was saved and was devastated by the fire. However, the fire fighters were just doing their jobs and can not be blamed. They might have their own policies where they would be penalized if they provided fire protection using the resources even though the family did not pay for the fire protection.
